Abstract: In an era of accelerated digital transformation, European Higher Education Institutions (HEIs) face cybersecurity challenges due to heterogeneous adoption of Web security protocols. This thesis evaluates Web security practices (focusing on Hyper Text Transfer Protocol Secure (HTTPS), Hyper Text Transfer Protocol (HTTP) security headers, and Domain Name System Security Extensions (DNSSEC)) in HEIs in Germany, France, and Italy, the Eurozone’s three largest economies with substantial student populations. It maps adoption patterns, identifies gaps and vulnerabilities, and proposes a weighted scoring system to assess security maturity, along with a framework for implementation. Results indicate discrepancies in adoption and configuration: Germany shows higher DNSSEC adoption but low overall rates; France has moderate security header use with inconsistent HTTPS; Italy features frequent but weak security headers and low DNSSEC. These highlight the need for standardized practices to bolster resilience in European HEIs. This study contributes by assessing security postures, proposing a framework with implementation stages, and offering recommendations to enhance Web security in HEIs.
Num cenário de transformação digital acelerada, as HEIs europeias enfrentam desafios de cibersegurança devido à adoção heterogênea de protocolos de segurança Web. Esta tese avalia práticas de segurança Web (focando em HTTPS, cabeçalhos de segurança HTTP e DNSSEC) em HEIs na Alemanha, França e Itália, as três maiores economias da zona euro com populações estudantis substanciais. Mapeia padrões de adoção, identifica lacunas e vulnerabilidades, e propõe um sistema de pontuação ponderada para avaliar a maturidade da segurança juntamente com um framework para implementação. Os resultados indicam discrepâncias na adoção e configuração: a Alemanha apresenta maior adoção de DNSSEC, mas taxas gerais baixas; a França tem uso moderado de cabeçalhos de segurança com HTTPS inconsistente; a Itália apresenta cabeçalhos frequentes mas fracos e baixa DNSSEC. Estes destacam a necessidade de práticas padronizadas para fortalecer a resiliência nas HEIs europeias. Este estudo contribui avaliando posturas de segurança, propondo um framework com etapas de implementação e oferecendo recomendações para aprimorar a segurança Web em HEIs.
