In recent decades, rural fires in Portugal have taken on an increasing dimension, both in frequency and severity, becoming one of the main environmental and territorial risks. This phenomenon results from the complex interaction between climatic, ecological and socioeconomic factors. In particular, the impact of climate change stands out, reflected in the increase in average temperature, the greater frequency of heat waves and the reduction in summer rainfall, conditions that enhance ignition and accelerate the spread of fire. At the same time, the structural transformations of rural space over the last century have contributed significantly to the aggravation of this problem. Agricultural abandonment, the decrease in pastoral activity and the consequent loss of the traditional agro-silvo-pastoral mosaic have led to the homogenization of the landscape. This evolution has favored the expansion of continuous forest stands, often monospecific, dominated by fast-growing and highly flammable species, such as Pinus pinaster (maritime pine) and Eucalyptus globulus (eucalyptus). The high fuel load and continuity resulting from this creates conditions conducive to the occurrence of high-intensity fires that are difficult to suppress, frequently exceeding the capacity of firefighting resources. In this context, it becomes imperative to prioritize structural prevention strategies, focused on land use planning and integrated landscape management. This work is based on the creation of a framework for guidance and the provision of specific knowledge for the development of the Municipal Implementation Program (PME) for the municipality of Terras de Bouro, with the aim of increasing the resilience of the territory to the risk of rural fires. The methodological approach adopted is based on the concept of "Landscape System"), which systemically integrates the ecological, cultural and functional components of the territory. The concept of "Landscape-System" is a way of understanding the landscape not as something static or merely visual, but as a dynamic, complex and interconnected system. This methodology allows for the structuring of land-use planning solutions that reconcile fire risk mitigation with the conservation of natural resources, the enhancement of landscape identity, and the promotion of sustainable land uses.pt_PT
